I love how this list came out 3 years before Shredder's Revenge, and it's more relevant than ever. Next couple of years is going to be big for turtles. Read Last Ronin.
Chrome Dome was one of my favorite action figures. Metalhead was a good guy by the time I was collecting, and Playmates couldn't seem to pick a side for Wingnut & Screwloose, as some packages would depict them on the "good" side, whereas others would depict them on the "bad" side. The same went for a few others like Mutagen Man, Pizza Face (who I think ended up officially being bad), and Muckman & Joe Eyeball.
Yup!! But as independent threats. They were created with the same mutagen that created Groundchuck and Dirtbag. The episode was loosely based on the fallout from that, though there was hidden agenda too.

I agree, three episodes really does not seem like much, when you compare it the number of appearances by The Rat King, Leather Head, Shredder, Krang, Rocksteady and Bebop. Still his 1990's action figure was cool and he even appeared in the arcade video game Turtles In Time as well.

Leatherhead, Slash, and the Rock soldiers are pretty popular as well. Though I also enjoyed Titanus. I liked his plot of trying to get the turtles to side with him by claiming to help all Mutants. Granted he was an obvious rip off of Magneto from X-men, I think he has potential to be rebooted in a modern tmnt story or show. I could see him being a separate antagonist from Shredder and Krang.
