Actually, The USA had no official warning systems until 1951, when Conelrad was introduced, or 1963 for the Emergency Action Notification System.
Your half True, Conelrad was introduced in 1951 per the request of Harry S. Truman to create a System to Alert Citizens about public danger BUT in 1997, The Emergency Alert System (EAS) was made to replace the Former EBS (Emergency Broadcast System) So I said EAS alarms which I don't count EBS to be an Emergency Alert System (nor Conelrad) much.
The USA 1776 alarm actually comes from a local access alert that was broadcast In Wisconsin in 1985.
