That's a perfect indication that it is a public right of way. I can't really comment much about going further round though, probably Milnmoor Lane, it doesn't go anywhere else so that may be private. But if it is owned by CF Booth then why isn't it fenced off and included in their site? If it is private but not owned by them then it is none of their business who stands there.

A quick and eady way of checking if it's a private road is to go on Google Street View as they are not allowed to go down private roads even if they are a public byway so if it shows on there its public. And surprise suprise the road is on Google Street View.

Ironically C F Booth's fork trucks seemed to be driving on the public highway with no number plates (that I could see).
