If you remove the tacky layer do you not have any trouble with the following colours/design and topcoat adhering properly

No not at all. The gel layers will adhere to eachother without a rough surface, just not the natural nail because the nail will have oils that will prevent adhesion. If you wipe the tacky layer off its clean and there will be nothing on the nail to create lifting x
