Something tells me that this was taken from a re-run episode during the 12th Season of "Wheel of Fortune." I can tell 'cause of the at 21:33 there's a 1995 copyright taken from Season 12 with Charlie's voice also taken from Season 12. Made me wonder if there were some Season 11 episodes that also had a weekend re-runs with the Season 12 closing of Wheel of Fortune.
