Actually hold word is wrong for the bearer because bearer is anyone who has possession of that instrument but holder is a person who has possession and right to possession And also right to receive payment.
Bank -Note is a bearer promissory note issued by RBI. As one can see on any currency note, it is written that “I PROMISE TO PAY THE BEARER THE SUM OF two thousand RUPEES”! Now bearer in the above definition means a person who has possession of the instrument. However these currency notes are not covered in Promissory notes under NEGOTIABLE INSTRUMENT ACT 1881. Under this act it is forbidden by RBI ACT 1934 to issue bearer promissory note. And it was great that they did this otherwise you can find Amitabh Bacchan's or Mukesh Ambani's promissory note circulating in the market just like the currency notes. So overall we can say that yes they are some special kind of promissory note which can only be issued by RBI.
