The new, sick, woke definition of harm is centred on perceived offence. Being offended now makes you the victim of deliberate harm, according to this way of framing these interactions. If this continues, civilization is in peril, since the existence of diversity of thinking and expressed opinion is at risk.

Thing that gets me is that they can do this, but it's impossible to create a database of recorded but not investigated incidents. We'd have an end of the issues of repeat SA if people could report something, knowing it likely won't be investigated unless others also report.

It's totalitarian. There is no such thing as a "non-crime."
If it's not a crime, then the police ought not to be investigating.
Also, it's not a crime to hate.

    Gov UK states...
Freedom of expression is protected under the Human Rights Act (HRA) 1998 & Article 10 of the European Convention on Human Rights (ECHR) in UK law. It is also protected under common law. Debate regardless of whether others agree with the arguments being made is lawful. These rights apply regardless of whether the expression in question is unsophisticated, trivial, or intended to be humorous - as long as such expression does not violate the law.
Recording authorities must note that speech that expresses political or other opinions, even if offensive or controversial, does not constitute an offence. Fundamentally, offending someone is not, in and of itself, a criminal offence. To constitute an offence under hate crime legislation, the speech or behaviour in question must be threatening, abusive or insulting and be intended to, or likely to, stir up hatred.
Offending someone is not, in and of itself, enough to warrant the recording of an NCHI involving personal data - the perception of the complainant alone (including perceptions of offensiveness) is not enough to result in an Non Crime Hate Incident (NCHI) including personal data being recorded.

How can one be cleared of a non crime. This is exactly why lots of qualified staff in public services are leaving their jobs leaving a few struggling to control the hordes of ‘victims’ alongside unqualified ‘professionals’ who get fast tracked into leadership positions as leadership qualifications don’t actually have any requirement to be qualified in any particular subject/service other than ‘leadership qualities’ the ability to subvert policies without the need for any discussion with the ‘servants’ under them! When the police officer says ‘we can’t tell you because we are protect8mg the victim’ they are reading the script prepared for them by the ‘leaders’ who have changed police jobs to this nonsense.

Agreed, but abuse of due process by the police needs to stop. They have abandoned the fundamental principle of that process which has existed since Magna Carta: innocent until proven guilty. Calling the accuser the 'victim' presupposes guilt, and denying the accused the details of what they are being accused of is an abomination, and one that led Franz Kafka to write 'The Trial', his seminal work on the total abuse of the fundamental principles of justice. Target the accuser by all means, but something needs to be done about our police - now!

There is already framework in the modern world for everyone to identify as whatever they want, but you cannot alter an existing identity that is firmly rooted within biology, you must make new non-biological identities with separate rights. This is because an incredibly vast set of people already have the biological identity that you are seeking to alter, so by altering it, you are also altering their own natural expectations and rights as being an irreversible member of that biological identity.
