Zero gets a pass since he appeared with the others in Ultra 10 Warriors, but Ribut didn't, so it's strange to see him. Not that I'm against it, mind you, since I like Ribut and he was awesome in Absolute Conspiracy.
Ultraman Ribut first appeared in a cartoon show in 2013 and made his first live action appearance in 2018. It makes sense for him to be a Heisei Ultra because he's not part of the New Generation Heroes.
