"The 1989 World Tour" is just the name of the tour. This performance happened in 2015, as it is stated in the description and on the video itself (0:13).
Why is that the name? Taylor named her fifth studio album, "1989", after her year of birth, therefore, that was the name given to her forth headlining tour, in support of this album. If you have any more questions, feel free to ask.

I’d love to take my granddaughter to see Taylor’s era tour. We’ve always wanted to go but could either not afford to go, or it was too far away. My granddaughter is all grown up, she’s the big 18 she is graduating this year.
