Also it's a little strange that in the actual episode Percy doesn't get any kind of punishment. I realize it was the trucks' fault really, but if going by Duncan Gets Spooked, Percy probably didn't secure them properly I assume?
Maybe Percy's crew took the heat for this incident? After all, they were the ones who were supposed to make sure the couplings were secure before they started pulling the train.
Also, the guard could have taken the blame, as it was his job to make sure the trucks didn’t run away like that.
