To be completely fair, Dark sonic's abilities have not been fully explained. Although I find the IQ thing to be unfair, personally I think they both have equal IQ and BIQ. It is shown in the show sonic X that he is completely aware of everything he is doing in the dark sonic state and chooses to do so. For proof, notice how the person that snaps him out is none other than eggman.
