1.Explosive shurikens(works best when thrown from a medium range)& gembus can knock Oroku Saki down on the ground,which both grants an opening to dash behind him & do a full combo on his back when he gets up.Another opening is when he raises his arms to turn his aura from blue to red to get faster.*Also note that throwing explosive shurikens at close range(at point blank) won't knock him down*. 2.If there are no shurikens/gembus left,running strong attacks in the front could work for some characters.Don & Casey's versions have long range & are fast enough to hit Saki without taking much damage, & to quickly dash away after to avoid his attacks. Mike's version can also work, but it's shorter range sometimes allows Saki to counterattack & hit you. Leo, Raph & Splinter's run-strong attacks are ineffective because they are either slower or short-ranged,allowing Saki to always hit you first.Imo instead,only the *3rd Slash* from Leo's Weak-Weak-Strong combo(*spin slash*)must connect(while the 1st & 2nd slashes must miss Saki).Raph's *Neutral Strong Attack*(spin kick)can work also sometimes.Because none of Splinter's melee attacks are safe in the front,the fight become much harder with him,unless using explosive shurikens or waiting for Saki to turn red to get an opening to combo him from behind. At first I challenged him completely blindly, which of course ended up bad for me. I took like 4/5 of his HP but then failed. Oroku has no hit recover when hit by light attack. In order to beat this guy with out losing any hearts/HP , use heavy attack ONLY. (unless you use shrinken or 玄武, which I personally feel it's like cheating) The best choice will be run-heavy attack as it hits super far that Oroku wont even able to touch Don. The other three turtles cant do this as they dont have far enough run-heavy attack as Don does. (Potentially, Miky's run attack could do, but there's still a chance Oroku hits you first)
For shredder: Throw one shuriken at him, then immediately hit him until your combo reaches 6 or 8 and repeat. For oroku saki: spam all of your shurikens and use strong attack

Oroku Saki was a beast in this game lol. Scratch souls like games with their so called "difficulty". Try to beat this guy without losing a life and you'll know what pain, suffering and total despair truly taste like XD
I try it on pc and i beat shredder with 3 lives but somehow when i make it to the level, it give me a full live restore. But maybe it what version you have on.

The reason why you can't choose the stage 6 with any of the turtles because some of the turtles have different story in previous stages so you have to start from beginning.
