the difference is that Shishio has learned to use his injuries to his advantage. As we see in this clip. He's even guarded his forehead so he wouldn't be caught off guard again. Whereas Saito's legs are freshly wounded. And his legwork is most important with his sword style considering it's thrust based and such the traction he can gain from his legs are important. Take that away and his attack strength drops by half.

The dude was a psychologist with a flaming katana. He knew Usui would maime Saitou enough for him to have injuries of this level even if it meant losing a subordinate. (Which was kind of a two for one deal because I think he was trying to get rid of Usui anyway given the fact that Usui was a wildcard who was not really loyal to the cause.) Also I love how Shishio blinded Usui, spares him and even helps him develop his post-blindness fighting style and gives the premise and allows him every opportunity to kill him knowing that Usui won't and can't do it anyway just to make sure he could keep him around as a thug and that he would be a valuable yet disposable asset in battle and that was proven to be true here.

Kenshin barely even beat Shishio. Had Shishio not combusted, Kenshin would have lost. it was also explained that Kenshin got weaker after this arc as Amakekaru Ryu no hirameki put too much strain on his body.
Jenei has a similar swords style to Shishio so I think he'd do ok for a while but Shishio is better at that style. Shishio also has superhuman strength although Jenei was unfazed by Kenshin's super human speed.
Shishio has severe damage to all of his body and still dispatched of them quickly. Shishio shouldn’t even be alive. I hate when people use this as an excuse that Shishio made quick work of them.
Try getting burn by a hot iron on your arms and proceed to fight someone after that, he ain’t fully powered and the fact he has a time limit is also a huge nerf
@@thefives7ar lets be real. shishio is a bit fortunate that fight lasted so long. that head band being able to withstand a full speed gatotsu with a steel katana is a whole reach. Talk about plot armour. also if kenshin had a normal sword, shishio wouldve died a few times easily, that 5 hit combo , 9 headed dragon flash and amakakeru are all lethal hits with a normal sword. Yes the time is a handicap but that sakabato is more of a nerf than anything else. There is a clear gap in ability between kenshin and shishio . Even with the reversed blade, that amakakeru strike to the torso is 100% supposed to be a fatal hit. His rib cage and vital organs are all mush after that. Doesnt matter how tough shishio is , human flesh isnt harder than steel.More plot armour
