Gem and Bdubs have both gotten "You pressed success last week but actually failed, reroll for a hard task", so it's probable that most initial tasks are player-specific (even if they have randomly chosen targets). We don't have a large enough sample size to prove, but I'm guessing there's a pool of hard tasks that anybody might get when they press the button.
