Indeed there were senior officers both of the USA and UK who felt the prosecution of Doenitz was unreasonable and unjustified. I believe some of the most senior even went so far as to say they would testify on his behalf; pretty extraordinary. The only clearly established case of a u-boat killing survivors in the water ended with the commanding officer being prosecuted via court martial and executed. I have no sympathy for the gang of criminals that comprised the senior figures of the Nazis, but I have always thought Doenitz's case was that of "victor's justice".
Well, actually an American Sub Cmdr Morton stopped to gun down several hundred Japanese survivors and British POWs after he sunk their ship and was awarded the Navy Cross for it as well as receiving a letter of commendation for the act from Admiral King.
