The police chief usually can be fired by the mayor. The sheriff is elected directly. They should all be heavily monitored redundantly using current recording technology. We don't need to send LEOs out with lethal force and simply trust them, as was once the case. We have the technology to keep them tightly reigned, now. Also, half of all LEO interactions are for vehicle operation, and almost all those are officer-initiated. Autonomous operation of vehicles would cut the need for LE in half and almost eliminate all LEO-initiated contacts, turning LE into a demand driven enterprise not subject to the pirate, career-advancing entity of its current form.

End the criminalisation of victimless crimes. Start the free market for law enforcement.
The proprietor of the victimless crime is usually himself the victim, be it alcoholism, adultery and such.
