So basically Stark is going turn Ross into hulk. Like what Tony did to Spiderman villains in those movies. Even after death Tony is still the villain. No wonder he now Doom.

Maybe Ezekiel Stane, the son of Obadiah, is involved and gains full control of Stark Industries.
While I agree that it wasn’t always the best idea in the Spider-Man movies, it makes a lot more sense in Captain America 4 to bring Stark industries back and tie it into Red Hulk somehow. It works a lot better with Captain America and the Red Hulk than it does with the Spider-Man villains in my opinion!
