Western Pennsylvania should not be associated with Eastern Pennsylvania. My proposal is that Western Pennsylvania join with West Virginia. Then West Virginia would no longer be the poorest state in the union. Virginia had strong claims to Pittsburgh. George Washington layed out Ft. Pitt. George Washington and Virginia Militia fought the French twice for Pittsburgh. Also William Penn original land grant stated that the boundaries of Pennsylvania would be determined by a man riding on horse back for one day. So that didn't include Western Pennsylvania. Virginia governor Dimwitte sent George Washington to Ft Duquesne to tell the French to leave.
