Yeah I thought that the first time i saw him too. It reminded me of one of those old vampire zombie movies. They showed black vampires & zombies with grey skin. And white people as zombies with a greener tone
I wouldn't necessarily say that Incognito is super smart. We have no idea how much of their plans came from Incognito himself, and how much from his mysterious master. Sure he might be a mastermind, or he might be a mindless follower, with the master being the brains, or anything in between. I think Penwood is among the less likely candidates for being the traitor. He is without the council member who stands out the most by far, which goes rather counter to the whole puppet master in the shadows thing. I mean sure, he could just be acting out this cowardly baffood persona to deflect suspicion from himself, but I doubt it.
the thing about the tratior: Alfred turned out to be the traitor in Ultimate, and theiy particularly mention how he had acess to ALL weapon-technology making him a perfect asset against hellsing, so the Chips as you said turn someone into a fake-vampire based on Alucards abilitys but much weaker. so the one who made them had to be someone who Knows what alucard can do?, and have the necessary technology to build these, and the money to produce them. and the chip itself doas have a Swastika symbole on it, Suggesting that indeed this was leading back to some Nazi organisation, but because Hellsing 2001 wasen t very sucessfull it never got continued and so theiy just left this unresolved. But if you really think about it, this would have lead back to Alfred being the traitor. and ties sort of into Ultimate revealing the Major as the Major puppetier. that said Incognito really sticks out as he is much more powerful then anything we saw in Ultimate, and actualy DID pose a treath to Alucard, where as anyone else was just "thinking" theiy can beat him but ultimately were outmatched from the start. Also the idea of African Vodoo being the source of Incognitos power(atleast in german version this was heavenly implied to be source of his Powers and the reasion he looks so weird). was expanding the lore of the world where i actualy hoped theiy would pick up on this in future installments, sadly theiy diden t, well, i still hope that one day, theiy continue Ultimate and Bring back incognito as a canon character with actual lore expansion about Africa.
