The way the picking symbols were arranged, there was an equal chance of getting any level, so the odds are that the game was predetermined. On the other hand, common thinking is that a game is not predetermined when the unpicked symbols are revealed at the end of the game. Assuming the game is predetermined (my assumption here), the design of this bonus is a giant head fake.
