I thought the same, HLA SPOILER: at the end of half-life Alyx, the g-man takes Alyx forwards in time, whereby she chooses to save Eli Vance from the combine advisor. Along with his ability to move through time, he is seen by Gordon many times throuought the Half-Life series, this isn't just by coincidence, Gordon probably died in these dangerous areas at some point and the gman's presence is explained by him going back in time to essentially save him. This is also a good explanation as to why gordon can seemingly do the impossible by himself, g-man being his guardian angel tells us a lot
Maybe that’s what it refers to the right man in the wrong place, maybe Gordon is somehow the piece of the puzzle that the earth needs, like every decision that Gordon has made trough his life gave him the abilities needed for making all the difference, and so every one of gmans employers as well, because he can see the future and knows that only Gordon,alyx and shephard will damage/defeat the combine

Spoilers for half life Alyx While all of this is true I’d like to imagine the combine are somewhat aware of gman and his involvement in making freeman the right man in the wrong place… I just hope I’ll get to see even a glimpse of gman’s true story and intention, in my lifetime😐
To be fair to the combine they defeated all of humanity with one of their actual world-conquering armies, which is probably infinitely strong. After that they left behind a miniscule force and began training up parts of humanity as human-combine to garrison the earth for them, before humans could re-organise and fight back after their initial terrible defeat. Now there's practically no actual *combine* on earth, mostly just humans fighting against humans, whilst the combine sucks away all of earth's resources. Pretty clever of them. That is until Gordon closed the portal connecting us with the combine. And now that tiny garrison they left behind as well as the combine-humans are about to get screwed.

We don’t know what alien race invaded earth and defeated us so quickly, we also don’t know if the grubs, striders and whatever are actually “real combine”. They could just be other races like us that were defeated and turned into combine armies, with their planets resources extracted and stolen. The terrifying thing is we have absolutely know idea what the combine themselves actually are.
If I recall right they also destroyed every military base from orbit. Add in humanity was crammed into tight spaces do to the Xen portals popping up all over the world dropping Allende of monsters. They easily broke and already broken people and then left the basic forces like you said and thought themselves unstoppable and so ignored most of the world except the parts they cared about allowing people to take refuge where the combine didn't patrol. All you needed was some one to bring pack hope and those people hiding in the shadows pick up a rifle and fight back and with each victory jo matter how small that hope spread till they had a full blow revolt.

The groups you fight are more like an occupying force, but that’s also why the main thing in Half Life: Episode 2 that the rebels were trying to stop was a portal opening up that would have brought in combine reinforcements. Eli said “It’ll be like the 7 hour war all over again, only we won’t even last 7 minutes”
