I suspect he created the character, and the character just happens to have every habit of a person who is always very, very drunk. Put another way, he's not acting drunk, he's just acting like Jim Lahey, Trailer Park Supervisor, who just happens to ALWAYS BE DRUNK. It's kind of a fine distinction, but he's so damn good at it. Plus, he seems to have incorporated all the humiliating details of Lahey's personal history, plus the ways someone like that desperately tries to maintain some false front of self-respect. It can be painful to watch a character like that, but Dunsworth always made it pathetic AND humorous.
