One of the saddest parts of the play for me has always been how nessa and boq could have been the sweets couple, but he couldn't love her even though she is so sweet
She was sweet in the beginning, later she becomes minister of the munchkin-land (or something like that) and issues laws so that boq can’t leave her...
To clarify what everyone is saying, basically Nessa is tragically beautiful because she is beautiful but she's stuck in a wheelchair. She has arms in the play; she does't in the book. I hope that helps y'all. :)

I dont know if someone answered already but but nessa says "WHAT?" to Boq because she's in a wheelchair and cant dance. She likes him but she cant believe that he's offering someone who cant move there legs to dance. when you think about it she probably thought he was crazy at the moment that was shock you heard not anger.
