we have to position the object needle between the focus and radius of curvature...so if we multiply less than equal to 1, we will not get the appropriate position...similarly if we multiply more than 2, it will go beyond radius of curvature... You can multiply any number between 1 and 2...but just to get a round figure, we usually multiply 1.5

Focal length of lens will determine the object position(ie, we will place the object outside focal range), lens position is arbitrarily chosen.
