Can I negotiate the asking price since the home is "as is" because I don't want to buy a home that is let's say 350k, I rather submit an offer that's lower in case he don't want to fix the repairs after the results of a home inspection

This depends on many factors. In today's market, it's not always possible to negotiate because there is such limited inventory and buyer's don't always have the upper hand. With more details, your Realtor will be able to advise you what they recommend. Even though it is an as is sale, I still recommend an inspection so that you can walk away if there are any big items that you don't want to have to address. And in some cases, the seller may actually be willing to make repairs or re-negotiate depending on the circumstances. Hope this helps!
