Haitian here. Cap Haitian is one of the safest cities comparing to other cities like the capital. The center has nice restaurants but to answer your question, many Haitians have families abroad so they receive UsD which helps some live. If you look at the currency rate, some Haitians who don't work sometimes rely on transfer money from families abroad so many find ways to enjoy themselves with what they have. Hopefully one day you'll visit as normal tourist as the country has so much to offer from rivers to waterfalls to beaches and amazing food and culture!
