Ragas are composed for certain times of the day. If it is a morning Raga, then you should listen to it in the morning because it enlivens those qualities in nature and in your physiology. Likewise, an evening Raga should be listened to in the evening (this one seems to be for midnight) because it reflects the aspects of Natural Law that are in tune with the natural tendency to go to sleep and relax. I hope this helps:). Usually, the CD cover will tell you when to listen to the Raga.
