Why not use Meccano stub axles instead of 6mm bolts. Tightening the wheel screws onto a threadded bolt is a bit of a bodge. Also for the correct geometry the axle bracket and the drag links must not be 90 degrees. The extended line of both of them has to meet at the centre of the rear axle, otherwise the steering wheels do not follow a correct radius. In this case the link arm needs to be finely adjustable. I remember doing this as a boy of 12. Great fun. Reversing Meccano trailers taught me a lot for real life.
To control the turning mechanism you can use a gear motor(I have made a video on it) or servo motor. And the car which I have shown in the end uses one motor to control back 2 wheels which are connected using a single 6mm rod. But you can use 2 separate motors for back 2 wheels and connect them to the wheels directly.
