Michael Blumlein, yes, of course! After coming across "The Brains of Rats" in an anthology years ago I was going to read more of him but somehow I forgot to follow through on this. Sorry to hear he has died.
I've ordered the collection and the novel you talked about and I will probably go for the later ( 500 page !)collection of the rest of his stories you mentioned.
The Ballard story you read the first line from is one of my favourite pieces of short fiction. An absolute classic!
