Basing your judgement on cops through a soap is an incredibly naive method. Yes there are bad coppers but 99.9% of people in the police force are good people. Plus this cop is interrogating a suspect on a possible murder charge. I think at that point niceties are out of the question.

That's an average of 1477 individual police officers and those are just the ones that were caught.
