1) Garfiel attacked Reinhard out of pure instinct. Beings like Reinhard are constantly suppressing their presence to not negatively affect those nearby, but Garfiel with solid sensory skills grasped too much of Reinhard's aura and attacked him on pure instinct as a defensive reaction. 2) Garfiel is really depressed by defeating Elsa not because he was objectively weaker than her, but because he took win by luck. You see, even at the point of his fight against her he was objectively stronger than her, but all the conditions were on her side: Garf had to hold back because of allies in mansion, close rooms are best battlefield for assasin like Elsa (stated in QnA), she was supported by Meili and all her zoo, Garfiel haven't completely recovered after fights before, after all. It can be said that it's indeed Elsa who was really lucky in that fight. But Garfiel doesn't accept excuses and nuisances. From his perspective, if some small conditions can affect him and his success, if some of them can restrain him from achieving goals and protecting his comrades - then he's simply too weak, too weak to overcome the problems and unlucky conditions. And the fact of him getting out of that situation not by strength and will, but by luck - is a destructive constatation of his weakness, him being weak enough to be affected by some conditions he can't really affect. He lost to situation, some evil fate, the same that took away his mother and he didn't able to to anything. That's what he considers weakness.
Fun Fact: In the light novel Liliana and Subaru already knew each other and are happy to meet again. After arc 2 she stays in the mansion for a while because according to her someone is stalking her. But since that happened in a side story that wasn't adapted in S1, I guess it would be weird if they were already friends here without more context. Something interesting is that Liliana wants to tell her own song about a new hero and Subaru promises her that if he becomes one he will let her be the first to create a song about his legend. Here in Priestella she tells him that after all he has been through he is already a hero and wants to start creating the song but Subaru replies that he is still half way there and has many things left to accomplish (In the manga there is an image of Rem when he says this). Wilhelm has a song of his story that is popular in that world and in the same way it is probable that this story closes with the song that Liliana creates about Subaru and the others.
