And also that Kaio-Ken is implied to be a kind of technique anyone can learn, so Goku could probably have passed around some lessons just for the chance to have better sparring partners.
It's basically the biggest plothole in all of dragon ball, because every character weaker than Piccolo becomes completely irrelevant after the Freeza saga. Tien got a bit of a badass moment against semi-perfect cell, but after that, nothing. They also tried to fix this in Super by giving the characters a power up from nowhere, which honestly just made it worse

Not really, one’s “potential” can only be unlocked so many times.
