ILP was implemented by British India long back in 19th century to prevent outsiders from entering Naga Hills inorder to prevent any disturbances our cultivation. To be honest I don't trust nsf anymore,,,, I have seen by my naked headed by president their insincerity,,,,one fine day i happened to travel to kohima by nst bus where 80% of the passengers were non locals... They stoped us at patkai bridge check gate, president he himself also entered into bus and check but none of the passenger shown ilp,, indeed the miyas were confused what is ilp... Lastly without proper documents they allowed everyone to travel without any warning nor stopping them... Give full charge to dnsu for ilp issue. They can do it.
