Guest Speaker: Rusty Richards, Ph.D., PMP
Rusty is a PMP-certified professional with project management experience in the fields of information technology services, health care reform, emergency management, and cross-cultural communication. In his most recent position, prior to his retirement in 2021, he steered efforts to establish a comprehensive software asset management program at the U.S. Census Bureau, and managed initial stages of the Bureau’s deployment of the Continuous Diagnostics & Mitigation (CDM) program, whose goal is to enhance the cybersecurity posture of U.S. government networks and systems.
Rusty served as President of PMI’s Silver Spring Chapter until December 2011. During his successive terms of service in that role, chapter membership tripled in size (from around 180 members to over 600); attendance at monthly chapter meetings increased significantly; a strong and active Board of Directors was established demonstrating independence, strategic vision, effective communication, accountability, and succession planning; a new set of bylaws was developed and approved; and the chapter developed and conducted three separate Project Management Professional (PMP) training courses to prepare project managers to take and pass the PMP certification exam administered by PMI.
