For what scenarios in regards to data volume you consider Dataflow Staging layer usefull? I asume that at some point (big data volumes) to load all data to Dataflow staging layer will consume a lot of time. Thanks

A Date table is commonly used by all departments data and takes place in all data models. Q: Such common tables must be kept as a separate Dataflow and so must be included as a different Data Source Query (only one Dataflow for Date Table) or must be included at every separate Department tables (repeating Date table at each Dataflow for different departmensts).
Query folding is only a concept from Power Query to the data source, which is still valid from Dataflow to the data source (as long as your data source supports it and your transformations support it).

Do you recommend dimensions via dataflow and large fact e.g orders with in a shared dataset skipping the dataflow?

I would recommend it regardless of the size of the data. Because it gives you the data source isolation.
