  • As Punjab continues to witness stubble burning throughout the state during this harvesting season, why are farmers not ready to stop burning stubble.     This problem actually started 15 years back when Punjab Govt made laws to shift the sowing season of paddy by a couple of months forward, so that there's less pressure on groundwater level during peak summer months of May-June. This meant that harvesting months shifted as well. Traditionally farmers have been burning stubble since ages, but that used to happen in the post monsoon months of September hence smoke used to dissipate easily with winds. Now, they do it during Oct end and November, which is the onset of Winters. The winds blow from west to East and smoke accumulates easily in cold temperature. Given Delhi's geography, this smoke traveling from west gets trapped by hills in Uttarakhand in North, and Aravallis in the south. That's why the issue of smogging has become quite apparent in the last 10-15 years.

      @@excitableboy7031 because of huge government subsidies and better MSP or market prices for paddy . Although the magnitude of this income from paddy isn't high but a little more money is great for anyone given the fact that inflation is really high .
      Also a lot of rice from india is exported which is a water guzzling crop so you are basically exporting water to the world while simultaneously managing to choke the people who are the one of the highest tax payers in the country .

    Punjab is quickly becoming a problem state. How has Haryana curbed stubble burning to a respectable extent but Punjab is getting worse?

      @@surojeetchatterjee Rice stubble should be ploughed into the ground (as shown) post harvest as a superior farming practice to help improve soil quality for the following crops. Wasteful government subsidies and rules encourage producers to be irresponsible in their crop growing methods.

    This is a controverisal topic but look at the hypocrisy of the AAP and the farmers. 2 years ago, Delhi pollution was caused by stubble burning in Punjab as per them, this year its a north India problem and not Delhi Vs Punjab. AAP changes the narrative and the scapegoat to toot its own horn. The same "ALLEGED POOR" Farmers who had the funds to stage an 1 year long dharna/ruckus with all the facilities on Delhi borders and had the tolls ransacked from Chandigarh to Delhi are suddenly short of funds to take care of stubble burning. I mean who are these people trying to Fool.

      Solution also exists. No MSP for paddy crops and you will see no paddy in the fields and no burning.

    Solution is very simple. No MSP for paddy crops and give MSP for substitute crops. Let us see if govt is able to bell the cat (I mean farmers).

    Punjab increasingly seems to think the state exists in a parallel universe where it is okay to be irresponsible towards the environment and the country. The difference in political inclinations has exploded into lack of team work with rest of the country.

      ​@@ChandranPrema123 We are over producing wheat by artificially subsidising it. It's bad for farmers in longer term if they don't diversify. There is only so much fiscal deficit the state can justify before going bankrupt by supporting kamikaze subsidies. Farmers in other states are more diversified with their produce. We have forgotten the finer details of the team work needed to build a prosperous economy that we learnt during Bhoodaan and the Green Revolution. All conversations have reduced to MSP and Land Pricing.

      @@ChandranPrema123 Not anymore. Punjab's wheat is also expensive and excessive fertilizer is used on it. It has even failed to clear food safety tests in Europe due to this.

      @@iaf010 how can you mess up so bad when talking about MSP?
      We need to actually diversify MSP(preferably assigning a crop by district after agro surveys) to prevent Indian agriculture and nutrition being so staple dependent.
      Btw it could also help us massively improve in the so called hunger index(it is more of a nutrition index) because here people aren't exactly hungry but rather they only eat carbohydrates which isn't very healthy.

      @@tge2102 MSP should be scrapped and it is consumers who should get the subsidy - not farmers.
      Farmers who can't do agriculture in a competitive way need to stop farming as they are ineffecient and destructive for the industry. Just as any other business - those who cant compete must perish through market forces.
      Also, we dont need so many farmers - they are just parasites rent seeking on land they stole.
      Govt must aquire their lands and hand it to pvt agriculture companies to produce crops at market competitive rates with high quality.
      To deal with market dynamics it is consumers who should get "support prices" not these farmers.

    Farming is a a business at the end of the day, so there has to enforcement of environmental laws like any other business.
    The govt does not goes and pleads to industry… they are penalised ( very rightly)

      That's exactly the problem. It is not really treated as a business. The farm laws were trying to separate the govt. dependency, but the Punjab farmers were against it. The farmers in Punjab rather hold govt hostage for forcing to buy their produce, while at the same time getting free electricity, water etc. Why would farmers in Punjab consider paying anything from their side for stubble burning when they are so used to the freebies! Punjab is a pretty unique state in that sense, where the people don't even really seem to care about the depleting water table. None of environmental concerns bother Punjab. I don't think any govt can stand up to the farmers 'mafia' in Punjab. The only way to address this stubble burning issues in Punjab it is for govt to spend its 'own' money to collect the stubble from all the farmers and then figure out the next steps of using/destroying it.

      It increased after the 2009 law that forces them to sow 2 weeks later than the actual time that they uses to. That law was brought because water tables in these areas had gone down due to excessive cultivation of paddy.

      Not to that scale. But to a degree yes. It is the easiest way to sort out agricultural waste. However post green revolution the scale of everything is bigger. Also given the time frame of paddy has been moved due to monsoon season, there is an urgency post paddy, which isn't there post wheat. So this is also the most urgent solution.

      MSP should be stopped and tax on petrol should be cut. MSP budget is equal to 80% of annual excise duty on petrol. Whole country is paying for this.

    Bihar is poorer state, but farmers there doesn't burn it. Punjab ke farmers to free ki aadat padi hue hai. Inka bas chale to hagane ke liye paisa maange. Punjab farmers ne desh ke saare farmers ka nuksan kiya hai.

    It seems like farmers from this area feel entitled and don't want to change their habits. They know that no one can force them as they can use "khalistani" card or "sikh sentiments" card to scare people who question them. Unfortunately this entitlement has only grown because of overwhelming MSP funds give to these farmers compared to farmers from other states. In effect, tax payers are funding these farmers (thru MSP) and in return getting gift of pollution/cancer etc.

      They got a lot of sympathy and support from all over the world for being the so called 'farmers' but in reality they're not your average humble farmers like they have been portrayed during the protest. They are rich farm owners with modified fancy vehicles. The bring farmers from Bihar and have them work as low wage labourer and also abuse them a lot. The whole farmers protest thing is a farce. These hardheaded Punjabi people have no concern whatsoever for the health hazards they are causing, only way to discipline them is by applying the Indira Gandhi way like in 1984.

    West Bengal is largest producer of rice. Still nobody does stubble burning. I don't know why Punjab farmers needs stubble burning.

      Problem is not with the straw itself, problem is managing that straw. There were machines provided to cut straw but the entire quota of these machines has not been delivered. And, farmers burn it to clear the fields so that they can get their crop fields ready for a sowing season. They do not know the benefit of keeping the straw, they burn it to clear the fields. If they are provided with tools to clear the fields on time and get the straw taken care of, they will be happy to do that.

      @@SodiumSyndicate Cattle doesn't eat rice straw as it has absolutely no nutrition (cellulose), they mostly eat wheat straw. As for ethanol, that too is produced from things (wheat, corn, sugarcane etc) that contain cellulose or other sugars (sucrose, fructose etc), which these rice straws lack.

      The straw should be fed to biogas plants, to recover biogas and manure. These people are burning valuable stuff. We import so much gas and fertilizers. The fertilizers make up body of the plant, and we are burning it, instead of recovering it.

    Bio-cng and ethanol plants are being setup still farmers don't take a pain to transport the parali. Stubble can also be burnt in thermal powerplants and brick chimneys.

    A lower middle class youth leaving everything behind having to pay for rent and many lifestyle expenses have to pay tax when their income is just more than 5 lacs.
    But big farmers of Punjab earning in lacs or crores with zero tax exploitating labor self sustenance farmers working on farms taking subsidised supply is not willing to stop stubble burning reducing life of North Indians shows their greed and so much lack of morality.

    This is getting a bit out of hand. AQI in some parts of Delhi was supposed to be 800 ...still no one wants to take a step towards resolving it. Guess, they do not wish to lose farmer votes. The farmers might have their reasons, so high time government works with them to resolve this. It does not matter if it is state or central government. Someone needs to act!!!

      How many Hindus did Brindanwale and his gang of Khalsa dogs kill? Khalistani dogs still imagine in their small minds that these turbaned dogs somehow "saved Hindus" from Islam when it was the Marathas who defeated and ended Mughal rule in India after 400 yrs of campaign. The only people the sikhs can legitimately claim to have beaten were the Afghans - and that too in the shortest lived empire that lasted just short of 100yrs.

It is due to this boy who wanted revenge that they allegedly became "warriors" - not much different than Lashkar e Taiba in their tactics too. Unlike Rajputs or castes like Kshatriyas who were bound by rules and concepts unique to them, there is no difference between a warrior Sikh and a sweeper sikh in terms of ethics. The fact that these savages who are untrained in how to use a sword are even allowed to carry a sword by right is a joke!

    I could not understand one thing. If Govt's are serious very simple solution lies to this problem , Govt should give bonus based on average expenditure incurred per acre on straw chopping and mixing in soil or other methods suitable for handling straw to the farmers after verifying that a particular farmer has handled the paddy straw as per specifications fixed by the Govt. Only then farmers will comply otherwise they won't. Since Govt is the only purchaser of the crop. So its very easy to verify and controll stuble burning.

      I think it's not about the straw it's about getting crop fields ready for sowing season. There was an ancient practice in agriculture called jhum, also known as slash and burn agriculture. They burn their current remaining yield and then plant on it again as the remains had fertility potent in it. The whole problem arises due to not being able to manage the straw. They cannot cut it, so they choose an easy way out to burn it. It gets cleared on time and they are quite in the timeline in reaping soil.

      @@bundusingla1045 You have to hand them the equipment. Farmers during winters have a tight schedule of planting staples. The problem is not with the straw, the problem is managing it. They have to sow for wheat simultaneously as they sow for rice. If they are getting a bonus, I haven't done the calculation, if the money isn't at all equivalent to what they can rent from the govt for the macines that cut straw effectively, they won't do anything rather choose an easy way out.

    Now superseeder costs 1200₹ per acre .which will increase investment cost .so burning stubble is easy .

    In India problems are not allowed to be solved. They linger on and on. Politicians understand the pulse of the people. The public doesn’t care about pollution. It is the westernised elite of India and in the drawing rooms of Leytens Delhi that they worry about pollution, but they are not willing to pay the farmers for not burning stubble. Everyone wants clean air for free but nobody is prepared to pay for it. The same situation is playing out with our water resources and groundwater levels that are shrinking at a rapid rate.

    One could make pellets, packing material like card board or paper plates or even charcoal. The county has enough brain power ND they could find a solution. This problem has existed since a few years and I don't think that government can solve it, all they do is talk.     If the govenment wan't this to stop, maybe establish a way to Co-op State sponsored equipment. The State invests millions on deficient programs, how about investing in one that actually address a matter of consequense? Someone is already driving to the fields to inspect and critique, why not make it a truck with a trailer hauling the needed equipment, useable by the Community? In the end, what is the cost compairson as such relates to the entire problem?
