It's the same in the Netherlands, illegal to have quite a few knives in public. But you can have shrapened swords, battleaxes, crossbows (with bladed quarrels), scycle type knives, automatic release knives and even certain firearms at home or on private property with permission from the owner.

You cannot arrest somebody as an off-duty cop. You legally have to be on duty and clocked in. If you were to make an arrest it would be a citizen's arrest which may not be admissible by law depending on the state you're living in
