It's an unusually lazy naming sense that ties to the event's sorted location in the game files, which are based on the game version when the event was released. It's sorted into folders with naming format act**d*d*. Act suggests game version itself. Act01 was "Grani and the Knights' Treasure", which was the first event to release on Global (probably CN too). There are some game versions that don't feature an intermezzi or side story (for example, Act 14 featured a new main story chapter and "Contingency Contract #3 - Cinder"). The first d marks sequential events within the same version. In this particular case, "Under Tides" is 18d3 while 18d0 was the preceding event, "A Walk in the Dust" also, there's an 18d5 which is for "Contingency Contract #5 - Spectrum", expected to release following "Under Tides". No idea what the second d is, as far as I know it's always been at 0.
