I just finished a Boris Ursun campaign on the Old World Map to get my legendary achievement for Kislev and thought he was the quickest to get it with (I was wrong) and what I have to say about the economy is ... not good.
I was at a deficit from Turn 5 on and had to field more and more armies to keep my territory in check (which didn't work well, since you're beset from all directions so it was a constant back and forth)
Up until Turn 65 I had to make sure to at least sack two cities per turn to not go bankrupt, I had up to a 15k deficit per turn and it sucked that I had to sack all cities that I get to, to keep up with it, meaning I had destroyed cities and couldn't even afford to build them up.
But then there was suddenly a turning point. I secured some flanks, could disband an army or three and start upgrading. And Kislev REALLY racks up money the more territory you get, especially if you get Natural Ressources buildings. But that is a painfully slow process.
By the time I won the campaign at turn 114 I had 10 high Tier armies out, around 60 provinces and +130k per turn, so I could've easily fielded another 10 armies on top of being able to stamp out two Full High Tier armies per turn via global recruitment.
But strictly speaking ANY faction will do well with 60 provinces under their belt and getting up to that point was pure torture.
Meanwhile in my current Cathay Campaign and the harmony System I have 5 armies by turn 20 and still get 5 grand per turn and it feels much less stifling to actually get things done.
So my suggestion would be to turn down the late game economy of Kislev and improve the early game economy. Because at that point, you just don't need that much money any more. Having 10 armies out ont he field steamrolls pretty much everything without competition without leaving much of an opening for counter attacks on your territory.

I mean, it's just kind of a guven, he's one of the few Order lords who can dral with the Chaos Wastes, and potentially one of the few significant non-chaos-aligned challenges to the Warriors of Chaos

I prefer longer grinding campaigns. So when you say best straight up avoid that lord.
