… but sir , what about India, the home of chilli thrips ????

Sadly India doesn't have a good jurisprudence on PBR (Plant Breeders Rights) and so, so far, most breeders are not doing any breeding, testing and edition of garden plants for India.
Alain Meilland is usually saying :
      "No innovation without protection,
      No protection without Control
      No Control without Jurisprudence"
If India wants breeders to invest in R&D for tackling the problem of chilli thrips on roses, they have to protect the innovations of the breeders.
Meilland International has registered the 1st rose variety in India, but so far jurisprudence is negative on ownership of this variety. Farmers can grow without the breeders agreements and without paying any royalties.
And if no royalties, who will invest in breeding ?
      Best regards
