Let me explain this to you guys. There are three tones being played at once. When you hear the "static" sound a higher pitch is slightly covered up by a low pitch. But if you listen very carefully you can hear this higher pitch as soon as it starts.

I think I figured out how it works, everytime thr pitch gets too low, the one that you hear at the very beggining is played, very softly and getring louder at the same time as getting lower. This repeats and givesbthe illusion.

It's not technically staying the same. It's just multiple octaves lowering and only one octave reaching a certain octave then re starting at the begining so it sounds like it just keeps going and going and going.....you get the idea.

You're supposed to hear changes. The tone is decided by the fundamental frequency. They've probably adjusted the amplitude of the harmonic frequencies to give the impression that the tone has changed.
