I did an experiment with sago palm seeds. I let them dry in the sun until you can effortlessly peel the skin off and once that comes off, you can crack the seed being careful not to damage the insides and then soak in water for 24hours. Then plant the seeds like the way you do it. It should sprout in a week. I just did this last week.

About 15 Years ago I planted sago seed fresh from mother plant. I didn't wash them, soak or remove outer flesh. I planted them with narrow side pressed down into soil about one inch deep some sprouted in about ten days others took longer. They make a large tap root first then a leaf or two. Being a novice at it I thought it turned out really good. I can't imagine taking 90 days.
