It is rumored that when Fuzhou people immigrated to Taiwan, they brought these pastries to Taiwan. When asked what they were, they replied with "Fuzhou Bing", in Hokkien, it sounded a lot like the Hokkien for pepper buns. More pepper was were added, green onions were added and birthed the Taiwanese Pepper Buns or Hu Jiao Bings.
