It's not really that the DEA doesn't want people to have it, it's more about manufacturers keeping track of sales/purchase records, reporting suspicious buyers, etc. There really are no federal laws regarding normal people owning it other than not using it to make anything illegal. This is all made clear in the DEA's list of controlled substances, list 1. All of the regulations are geared towards sellers and manufacturers of HI. Not the buyers. Basically, don't do anything illegal with it and it's fine to have. Not that it won't get you weird looks and make people suspicious of you for having it... Now, this does not take into account individual state, county and city laws. Which may be different where you live. Always check the different layers of laws that pertain to you where you live before trying to make/acquire it. That said, those who know me should know that I do not supply it to anyone at all. Just the word "HI" draws in people who have ill intentions and I'd rather not have them asking me to make/find it for them.

The DEA doesn't try to prevent people from making drugs, they just try to make it unprofitable by creating hoops to jump through to get reagents at scale
Other countries don't do that, so people just make them there and smuggle them in, so money leaves the country and the DEA agents all pat themselves on the back

Had to do an SN2 bromination for my diploma. Turned out that microwaving the mixture in small intervals and cooling in between raised the yield from 60 to 80 percent. The microwave causes just the right vibration to easily loosen the H2O from the C. Not sure about SN1 reactions though.

The fun part of all this is, if you went back sixty years, this would just seem like a regular instructional chemistry video. It's just the patch in the middle where all the hysteria has arisen. You look at the old 'Amateur Scientist' sections of scientific american and it says things like 'go down to your local chemist and buy some nitric acid'. We need to bring back amateur chemistry and a little more scientific curiosity.

If you are feeling really brave you can make dimethyl mercury with your iodiomethane. Also it could be made in one flask by mixing iodine, water methanol, aluminum or phosphorus, with some finely divided mercury. Let the iodine, water, methanol, and phosphorus react, then add the mercury once the reaction mixture slows. It forms a bright red precipitate of HgI2 as well as HgMe2.
