Is the resistor required? I'm getting a voltage drop.. a battery with 3.6v of charge is supplying only 2.4v to the led at maximum brightness set on the potentiometer

You can use 12v but 220v will blow tge transistor off

What voltage did you need to increase the power supply to to power all those LEDs? A 3.7V battery would not be able to power all of them.
connect all in parallel... 18650 just enough

Yes you can but use a diode in parallel with the motor for Back EMF Protection. Another suggestion use high power npn transistor like 13007, 13005
