A lot of the voices sound different, Thad's got more of an accent, Khan sounds completely different, Lizzy I just can't place it (these are all in my opinion) but I searched if any VAs changed. Everyone is still voiced by the same people (that I could find) they just sound different since it's been so long, J especially. We haven't exactly heard much from her since the pilot so it makes since the VA's voice sounds different or she just can't remember exactly how to talk as J did earlier in the show.

@@ToadToon Cloning! D-Drones are cloned, as mentioned in Episode 6: Dead End, where J says "Effective drones get cloned more." If any of the D-Drones are destroyed, then they can be cloned. This is why J is back, as she was cloned to continiue on the fight; and it seems that they keep their memories, hence why she remembers the railgun.
