Well I took your advice and went for it. Boy is it a tight fit but boy does it run like it should now. THANK YOU.
Two things I did that may help people. 1. I left off the return throttle cable. Works way better. 2. I used a heat gun to make soft the carb to
air-box boot. It really runs like you would expect it to. This is a great upgrade but take some fanagling to make things work.

The old carb on my wife's 1998 TW bogged bad off idle as well. I tried cleaning the jets to no avail. I tried every possible setting of the air screw. I ordered and installed an "All Balls" carb rebuild kit, no improvement. I tried every possible setting of the idle screw on with the All Balls kit too. I tired adjusting the float. I must have had the carb in and out a half dozen times, to no avail. There is a diaphragm on the side of the carb that does not come in the All Balls kit so I didn't mess with that and was unable to find a replacement. So based on this video I went ahead and ordered a 2000-2017 carb on Amazon (Radracing was out of stock, but it's probably the same one). Total cost $60 Canadian which is about what the All Balls kit was.
The problems: The choke on the new carb is extremely stiff. It takes a mighty pull to get it to come out. Disassembling it did not lead to any conclusions, the plastic retainer is just extremely stiff. The carb turned out to be a bit shorter than the stock one and I could not get the boots on properly, although they are on. I worried there was potential for a vacuum leak. I had the same problems with the throttle cables as discussed in the video. But who opens the throttle all the way with the steering all the way to one side and then lets go of the throttle under normal ridding scenarios? No one. I do not recommend letting go of the throttle while riding. So I thought if I had come this far, I may as well put the tank on and see what happens.
It runs perfectly now. Thanks! Seriously folks, since the new 2000-2017 carb is virtually the same price as a rebuild kit, just get the new one. I don't know why new 1987-1999 carbs are not available but I couldn't find one. Perhaps because the 2000 can be made to fit and is a better carb? California emissions maybe? Ethanol? I'm not sure. Anyway my wife is very happy with the new carb, even though I am not sure she knows what it does or why the old one couldn't be made to work. Actually I'm not sure why the old one couldn't be made to work either, but the bike is fixed so long as the carb doesn't pop out of the boots.

I replaced the boots with the later model Yamaha boots. Intake boot and airbox boot. (they are actually different sizes then the older boots) Then it all fit perfectly.

I've had problems with my 87 that I just bought about 4 weeks ago. I've cleaned the carb twice and the bike runs great but every now and then it will just cut out. I read a lot of comments on the forums and it sounds like it isn't the carb. Everyone that I have talked to has said it's the CDI box. I ordered one so let's hope that it fixes the issue. If the bike idles and runs then obviously it's getting fuel and air. I don't think these old carbs are as bad as everyone says they are. Mine is set at 1 1/2 turns out and when it's running, it runs great and has great response. Just a thought before you change the carb on your TW. PS the CDI boxes are not cheap. :)

Hey! I purchased this same exact carb for my 89 tdub. I ran in to two issues: 1. It doesn’t fit on the air boot since this carbs diameter is bigger than the stock. 2. The end to end length of the carb is ~a quarter inch smaller than stock. I tried rotating the air boot to make it work but still unsuccessful. Any advice on these two would be greatly appreciated.

Hi. I'm in similar situation but with a 1987 Suzuki DR200 has Mikuni 42A21 pumper flat slide carb that's missing parts. I saw these online very cheap (the CV style carbs) that say they will work but was afraid to even waste the $50 on a carb that would not work. I just trail ride, no racing or road riding. I hope that I can swap to the CV style?? If you have any suggestions, please let me know.
