That cape is the migration cape which is a free cape from mojang if you migrate your account to a Microsoft one instead of a mojang account, so that you can have your bedrock and Java account in the same thing basically. It also helps the cheater problem so that cheaters can’t have many alts.

2:50 Im aware someone already mentioned it but to find out if you can migrate your account all you have to do is either open the Minecraft launcher or go to your minecraft account on the minecraft website and the first that pops up should be "You're ready to move"
It is also stated that migrating is mandatory so if you dont move over to microsoft you will no longer be able to log into your account/play on it anymore

As you were saying. that is the migrator cape, which is free from migrating accounts from mojang to microsoft. But if you do not migrate your acc within the next several months. your acc will be disabled/unplayable. ALSO, you need to launch the normal minecraft launcher. log in, and if you’ve been selected to migrate yet, it will be a pop up in the launcher. Your welcome. *smile* 😊
