All good, but how to repair a tear near a seam ? Use the same pinch method while it is deflated ?

You should use smooth pliers, (the ones without the teeth). That would work better and without having to burn your fingers. :-)

I Think that this should be done outside so as to not inhale the Phathalinate as the chemicals act like oestrogen and can cause males to change sex and cancer in females.

You are not allowed to have anything made from PVC in California as they say it is known to cause cancer so if the plasticizer used is Phathalinate then use a solvent like vinyl weld if the plasticizer used is soft 'n' safe I would get someone that has an RF welder to fix it for you, if you want to do it yourself you need two plates each side of the joint that you want to make connected to a DRO operating at 27.275mhz at around 500-600w.
