He wasn't watching them from a far. He ran into them. And both were leaving. Pac was leaving the casino in Vegas. Shot in the car. Big was leaving the Vibe party and was shot in the car.

Tupac KILER was named Orlando Anderson he was killed two years later in a unrelated beef. Biggie was killed by POOCHIE, Suge knight the owner of Tupac lable paid 16k to have hi killed with the help of dirty LAPD officers. Pooichie is now dead too
